> Design of enabling regulation and policy reform aimed to facilitate investment in sustainable energy and urban resilience, and comply with international agreements (e.g. NDC, Global Covenant of Mayors);

> Design and implementation of national programs to support sustainable energy and climate resilience management at city levels;

> Capacity building of national authorities to design, implement and monitor national strategies to support local governments.
