Tunisia National ACTE Programme
"Municipal Alliance for Energy Transition" (2017-2023)

From 2012 to 2017, with the joint support of GIZ, ADEME and REPIC, IDE-E has supported the Moroccan National Agency for Energy Efficiency (AMEE) in implementing its National Strategy « Jiha Tinou » to support energy managing cities. To further support Morocco's energy-saving cities, IDE-E has acted as an implementing partner of the following international cooperation projects:

From 2014 to 2016, IDE-E was entrusted by the Swiss SECO to support the Tunisian Agency for Energy Management (ANME) in designing and setting up its National ACTE Programme, based on a partnership with the Ministry of Environmental and Local Affairs, CPSCL (Tunisia's Municipal Credit Institution) and CFAD charged with municipal capacity-building.
From 2016 to 2017, with the joint support of GIZ and ADEME, has further supported the ANME in implementing an ACTE "Pilot Round" with two Tunisian cities: Bizerte and Nabeul.

Municipal Energy Accounting
A software tailored to the needs of Moroccan cities has been developed for cities to systematically measure, monitor and manage municipal energy consumption.
Energy-efficient Public Lighting
Cities have been supported in developing an integrated approach for the efficient and energy-saving management of public lighting.
Green Buildings
Municipal governments have been supported in designing and refurbishing energy-efficient/ energy positive buildings.
Solar heat and power generation
Cities have established solar roof tops for self-consumption, and solar-water heaters for public swimming-pools.
Sustainable Mobility
Cities have established Municipal Mobility Plans and invested in electric mobility for municipal service delivery.
Sustainable Waste Management
Cities invest in sustainable waste collection, management and recycling, based on innovative organisation schemes.

Training Workshops and Seminars
Municipal staff and political leaders have improved their technical capacity;
strengthened their energy planning and monitoring skills and project management capacity. They have learned how to effectively market their projects and communicate towards project partners and potential investors.
Conferences, Panel discussions
IDE-E experts regularly participate in international debates and policy dialogues on sustainable energy and climate planning, management and monitoring; multi-level-governance; sustainable infrastructure finance ; and enabling local policy.
Study Tours
IDE-E has organised study tours for delegations from national departments, local governments, private sector and civil society, on selected topics.
