Covenant of Mayors in Sub-Saharan Africa - Phase IV
Assessment of the support needs of local governments in Côte d’Ivoire, Togo, and Uganda
Short project description
As part of Phase IV of the “Covenant of Mayors in Sub-Saharan Africa ” (CoM SSA), this project aims to conduct an in-depth assessment of six local governments in Côte d’Ivoire (San Pedro, Tiassalé), Togo (Kloto 1, Tchaoudjo 1), and Uganda (Kampala, Entebbe), in order to identify their priorities, capacities, and support needs regarding climate, energy, and local governance.
This mission serves as a strategic preliminary step prior to the program’s rollout (through 2028), providing a detailed understanding of the local dynamics, institutional frameworks, and operational constraints that shape the implementation of climate and energy actions. It thus aims to guide Expertise France’s support toward targeted interventions tailored to national contexts and the realities of local governments.
The approach is based on an integrated and comparative analysis covering four key dimensions: (i) climate and energy planning (PAAEDC/SEACAP and sectoral documents), (ii) institutional, technical, and organizational capacities, (iii) access to financing and the ability to structure bankable projects, and (iv) mechanisms for governance, coordination, and stakeholder participation.
Based on this assessment, the project enables each local authority to define priorities for action, operational roadmaps, and support mechanisms (capacity building, technical assistance, project preparation) designed to facilitate the transition from planning to the actual implementation of climate actions.
Services provided

Assessment of partner municipalities’ climate planning, institutional capacities, governance arrangements and financing needs.

Review of existing SEACAPs / local climate plans and identification of gaps, implementation challenges and priority areas for support.

Development of tailored roadmaps for each partner municipality, outlining the main steps for climate action planning and implementation up to 2028.

Preparation of capacity-building plans to strengthen municipal teams on climate planning, project management, monitoring, reporting and climate finance.

Identification and structuring of priority climate actions, including sector studies, pre-feasibility studies, pilot projects and investment-ready project concepts.

Support to the preparation of future technical assistance activities, including draft terms of reference for follow-up support to municipalities.

Facilitation of stakeholder consultations, participatory workshops and validation sessions with municipalities, national actors and Expertise France.
