Covenant of Mayors in Sub-Saharan Africa - Phase III
Support cities in four Sub-Saharan African countries in developing urban projects focused on climate change mitigation and adaptation.
Short project description
The project aims to support the "Covenant of Mayors in Sub-Saharan Africa" (CoM SSA) initiative to help cities in Sub-Saharan Africa combat climate change and improve access to clean energy. It comprises two main components:
Sustainable Urban Energy
This component supports the installation of energy efficiency solutions and solar photovoltaic systems at 50+ municipal sites, including administrative buildings, hospitals, municipal markets, etc. Support includes technical and economic feasibility studies, assistance with tendering processes to identify suitable service providers, and the development of innovative financial schemes to support the implementation of performance or power purchase agreements (PPAs) involving the private sector.
Resilient urban infrastructure
The second component aims to design of complex resilient infrastructure projects, including sustainable stormwater management, identified within the framework of Urban LABs established in several countries (e.g. Kenya, Ghana, Cameroon), through technical or economic assessments and the development of viable financial models to ensure their sustainability.
Services provided

Technical and economic assessments for 50+ municipal sites aimed at optimizing energy management and promoting the use of solar energy in municipal buildings;

Development of financial schemes in compliance with national regulations, and establishment of energy performance contracts based on public-private partnerships (PPPs);

Identification and design of urban projects to enhance the resilience of partner cities and communities to climate change (stormwater management, coastal area restoration, solid waste management, reforestation, etc.).
