A Territorial Policy AssessmentThe IDE-E Territorial Policy Assessment (TPA) is aimed to identify and characterise potential and real opportunities and constraints for local stakeholders to promote, support and facilitate sustainable energy development in a given context (national or sub-national jurisdiction). Based on a theoretical analysis of regulatory frameworks, public programs, funds and policies, and an empirical assessment (along the lines of the PPF), the TPA provides two sets of recommendations for (a) local authorities on what they can do, how to go about it, and by what means; and (b) for national governments on how to support local stakeholders and initiatives.
